With reference to Sir Henry Blake's Despatch No. 123 of the 12th of March, 1903, I have the honour to transmit six copies of the Annual Report of the Inspector of Schools. As stated by Mr. Irving, a great deal has been done during the past year to give effect to the improvements recommended by the Committee which reported in 1902. And I may also observe that every effort is being made to promote the study of English in the Schools of the Colony.
